SHOCK AND AWESOME VISITS JANET NAPOLITANO AT COUNCIL ON FOREIGN RELATIONS


It was a turbulent last 24 hours for the Shock and Awesome team. Director of Homeland Security Janet Napolitano spoke today at the Council of Foreign Relations on Terrorism. The Shock and Awesome team was there, in part. All had their permission slips signed but one caught a late night bug and was vomiting uncontrollably, the other was held up in Bushwick by cops who were interviewing local residents about a crime in the area.

Nonetheless, the speech was covered and in it contained some broad strokes as to the role of the Department and the challenges that confront us in the world today.Here are the top 5 highlights from the Director's thoughts:

1-The threat of Terrorism needs a collective approach from the American people, Local and Federal authorities, and International Allies.
2-Terrorism is more networked and decentralized than 9-11 so the DHS is using new thinking (hiring a former hacker for example), and concentrating more heavily on the Cyber World.
3-The formula for success includes both the DHS multiplying its effects along with the U.S promoting a global environment inhospitable to terrorism. Napolitano used Obama's trip to Cairo as an example.
4-Borders should be the LAST line of defense, not the first.
5-Domestic surveillance requires a balance between spying and security and Immigration policy needs a review as well as a meeting with Congress as to why certain bills have not passed in the years before.
