Presidents Don't Prosecute Their Predecessors

I completely disagree with this David Shribman article.  He argues that the only reason we have peaceful transitions of power at the presidential level is because of an unwritten rule that outgoing administrations will not be prosecuted by incoming administrations.  The reason that we have peaceful presidential transitions is that everyone in the outgoing administration has a big personal incentive to keep the country running smoothly - the book deals, and the speaking fees.  Furthermore, the only way you will have an accountable president is by having a president who is aware that if they abuse power there will be consequences.
